Defect

The two non-protected passenger seats, namely the seat immediately behind the bus side access door and the inboard (aisle) seat behind the driver's seating position have not been fitted with seat belts.

Remedy

Do not carry passengers in the two non-proteced seating positions until seat belts have been installed.
